The Consulate General of Israel in Toronto and Western Canada handles Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, and the three territories. People in Quebec are served by the consulate in Montreal. The embassy in Ottawa focuses on diplomatic work, although it also provides consular services. Israel has been part of the Hague Apostille Convention since August 14, 1978. Canada only joined on January 11, 2024. So today, a Canadian public document going to Israel just needs an apostille. You no longer have to get it legalized at the Embassy of Israel or one of its consulates.

Private documents, such as affidavits, powers of attorney, declarations, and certified true copies, must first be signed or certified before a notary public.

Original public documents, such as provincial birth, marriage, and death certificates, court decisions, and police certificates, can usually go directly to the apostille stage.

The apostille is issued by the Canadian competent authority. Alberta, British Columbia, Ontario, Quebec, and Saskatchewan issue apostilles on documents that were issued or notarized in that province jurisdictions, while Global Affairs Canada handles federal documents and documents from the other provinces and territories.

The Ministry of Interior, Israeli courts, and universities will usually ask for a certified Hebrew translation, and for birth, marriage, and other civil status records it's almost a given. Some offices are fine with English, though, so check what they accept before you pay for a translation.

The apostille is simpler than legalization, but it's still easy to trip up. Send your file to the wrong authority or use a copy that wasn't notarized properly, and it just sits there. The Toronto consulate requires your previous passport, two passport photos, the application form, a credit card authorization form, and a return envelope with a tracking number.

Do Canadians need a visa to visit Israel?

If you travel on a Canadian passport, you can visit Israel as a tourist without a visa. You will, however, need an ETA-IL, an online travel permit that has to be approved before you fly.
