This means an older certificate may still be acceptable if it meets IRCC's rule for a previous country of residence.

If you later returned to that country, you may need a police certificate for the country that was issued after your most recent qualifying stay. The date of issue matters more than a simple rule such as a certificate being valid for one year.

What If Your PCC Has an Expiry Date?

Multiple Short Stays and the Six-Month Rule

IRCC looks at whether you stayed in a country for 6 months in a row or longer when determining whether the online system will ask for a police certificate. Separate short stays do not automatically combine into one continuous 6-month stay. For example:

4 months in a country + 4 months later: Neither stay lasted 6 consecutive months, so the system would not normally ask for a police certificate for the country.
6 months continuously in a country: The system would generally ask for a police certificate because the stay reached the 6-month threshold.

For example, if you travelled to India and stayed there for 6 months, you would generally need a PCC from India because that continuous stay meets the threshold. Even when the system does not ask for a certificate, an IRCC officer may request one after you apply.

After receiving an Invitation to Apply (ITA), you have 60 days to submit your application for permanent residence. If you do not have all your required police certificates by the deadline, in very rare cases, you may be able to provide a letter of explanation and proof that you made your best effort to obtain the certificate, such as:

Confirmation or payment receipt
Delivery notice or tracking number
Explanation from the issuing agency

Some countries will only give you a police certificate if you have a request letter from IRCC. If this applies to you, upload a document in the police certificate field in the document checklist that says: “I am applying from a country that requires an official request letter from IRCC to get a police certificate”.
